• A shared carrier is a commercial person or organization that transports people or property from one place to another for a fee, such as a trucker. Unlike contract carriers, a regular carrier is one that transports or handles goods to the general public. Following the entry into force of the Interstate Commerce Commission (ICC) Termination Act of 1995, a carrier may have operating credentials both as a regular carrier and as a contract carrier, but a separate registration fee is required for each type of authority.
